The Brief: Building Options & Feasibility Consultant
Overview
We are seeking a consultant or consultancy with experience in planning arts spaces and
working with charitable organisations. Given the specialist nature of WYPW’s work, we are
particularly interested in those with expertise in the visual arts, especially the physical space
requirements of printmaking and printmakers. The ideal candidate will have a strong ability to
assess the potential of buildings and their adaptation for use as public arts spaces and working
studios and be able to produce clear plans and visualisations of these possibilities, alongside
accurate costings for building projects.
Scope of work
This commission is a key component in the future development of WYPW, supporting the next
NPO application and engagement with The National Lottery Heritage Fund, and forming part of
the organisation’s wider revisioning process. The work will involve the appraisal of potential
buildings for West Yorkshire Print Workshop, including a condition survey of a preferred option,
outline architectural drawings exploring its potential adaptation, and initial capital costings for
shortlisted options.
The consultant will:
• Review previous project reports and relevant documentation with the Director and
Board subgroup
• Identify and research suitable building options within agreed priority locations, liaising
with local authority officers, estate agents, and private landlords as appropriate
• Organise and lead site visits to shortlisted buildings with the WYPW team
• Develop and apply a structured options appraisal and scoring framework in
collaboration with the WYPW team
• Support the selection of a preferred option
• Commission or undertake a condition survey of the preferred building
• Produce visual material demonstrating the development potential of the preferred
building for use in decision-making and funding applications
• Prepare outline capital costings for adaptation and development works
• Produce a risk register for the preferred option
• Work collaboratively with the WYPW team, respecting organisational values,
confidentiality, and governance processes, and promoting constructive dialogue
Outputs
The consultant will deliver the following outputs:
• Inception meeting and review session with the Director and Board subgroup
• Summary of building options research and identification
• Site visit programme and appraisal notes
• Options appraisal framework and scoring documentation
• Visualisations illustrating development potential of shortlisted and preferred building(s)
• Outline capital cost plan for the preferred option
• Risk register for the preferred option
• Final report setting out methodology, analysis, visuals, recommended option(s), risk
assessment, and costings suitable for Board approval and external funding applications
Person specification
The successful consultant or consultancy will demonstrate:
Essential
• Proven experience in feasibility studies, options appraisal, and capital development
projects, preferably within the cultural, arts, heritage, or charitable sectors
• Strong track record of working on building-based projects involving adaptation,
refurbishment, or redevelopment
• Experience of producing or contributing to condition surveys, capital cost plans, or
working with quantity surveyors and/or cost consultants
• Ability to assess and communicate the potential of buildings for specialist creative
production uses and artist-led working environments, including an understanding of
technical spatial requirements
• Experience of working collaboratively with multi-stakeholder groups, including boards,
staff teams and external partners
• Ability to produce clear, high-quality written reports, structured appraisal frameworks,
and concise analytical outputs
• Capacity to develop or oversee visual materials (e.g. sketches, diagrams, or
visualisations) to communicate spatial and design potential
• Strong organisational and project management skills, with the ability to deliver within
agreed timeframes and budgets
Desirable
• Familiarity with capital funding contexts such as Arts Council England and/or The
National Lottery Heritage Fund
• Direct experience of working on artist studio buildings, art workshop environments, or
specialist production spaces such as printmaking facilities
• Ability to engage effectively with architects, planners, estate agents, and local authority
stakeholders
Timings and Fees
The consultation is expected to run from July to September 2026, subject to availability.
Total Fee: £15,000 (inclusive of VAT)
The total fee is fully inclusive of all costs associated with the delivery of the commission. This
includes, but is not limited to:
• consultant fees
• travel and subsistence
• condition surveys
• input from specialist consultants
• visualisation and design work
• meetings and site visits
• all other associated expenses
No additional costs, fees, or expenses shall be payable by West Yorkshire Print Workshop
unless agreed in writing in advance.
The total fee equates to an indicative day rate of approximately £700–£900 based on an
estimated 15–20 working days across the commission. The indicative day rate is calculated on
the basis of the total fee inclusive of all costs and expenses and is provided for reference only.
This work is commissioned as part of the BluePRINT project which is funded by The National Lottery Heritage Fund.
